Analysis by the Legislative Reference Bureau
Under current law, the Department of Transportation (DOT) issues two
registration plates for most motor vehicles. The owner of the motor vehicle is
required to display one plate on the front of the vehicle and one plate on the rear of
the vehicle.
This bill directs DOT to issue only one registration plate for each motor vehicle.
With limited exceptions, the registration plate must be displayed on the rear of the
motor vehicle.
Under current law, beginning on July 1, 2007, moneys may not be transferred
from the transportation fund to any other fund.
The bill requires that, beginning in fiscal year 2008-09, the secretary of
administration transfer from the transportation fund to the general fund an amount
in each fiscal year equal to the savings realized in the change to a single registration
plate for motor vehicles.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB141, s. 1 12Section 1. 27.01 (7) (f) 1. to 4. of the statutes are amended to read:
SB141,3,3
127.01 (7) (f) 1. Except as provided in par. (gm), the fee for an annual vehicle
2admission receipt is $24.50 for each vehicle that has a Wisconsin registration plates
3plate, except that no fee is charged for a receipt issued under s. 29.235 (6).
SB141,3,64 2. Except as provided in subds. 3. and 4. and par. (gm) 4., the fee for a daily
5vehicle admission receipt is $6.85 for any vehicle which has a Wisconsin registration
6plates plate.
SB141,3,87 3. The fee for a daily vehicle admission receipt for a motor bus that has a
8Wisconsin registration plates plate is $9.85.
SB141,3,119 4. Notwithstanding subd. 3., the fee for a daily vehicle admission receipt for a
10motor bus which primarily transports residents from nursing homes located in this
11state is $3.35, for any motor bus which has a Wisconsin registration plates plate.
SB141, s. 2 12Section 2. 27.01 (7) (gm) 3. of the statutes is amended to read:

15is owned by a resident senior citizen, as defined in s. 29.001 (72), is $9.50.
SB141, s. 3 16Section 3. 27.01 (7) (gm) 4. of the statutes is amended to read:
SB141,3,1917 27.01 (7) (gm) 4. Notwithstanding par. (f) 2., the fee for a daily vehicle
18admission receipt for a vehicle that has a Wisconsin registration plates plate and that
19is owned by a resident senior citizen, as defined in s. 29.001 (72), is $2.85.
SB141, s. 4 20Section 4. 85.57 of the statutes is created to read:
SB141,4,2 2185.57 Transfers from transportation fund to general fund.
22Notwithstanding s. 25.40 (3) (a), in fiscal year 2008-09, and in each fiscal year
23thereafter, the secretary of administration shall transfer from the transportation
24fund to the general fund an amount equal to the savings realized in that fiscal year

1by the department as a result of issuing a single registration plate for motor vehicles
2under s. 341.12 (1) instead of 2 registration plates.
SB141, s. 5 3Section 5. 100.51 (5) (b) 1. of the statutes is amended to read:
SB141,4,84 100.51 (5) (b) 1. The motor vehicle displays a special registration plates plate
5issued under s. 341.14 (1), (1a), (1m), (1q) or (1r) (a) or a special identification card
6issued under s. 343.51 or is a motor vehicle registered in another jurisdiction and
7displays a registration plate, card or emblem issued by the other jurisdiction that
8designates that the vehicle is used by a physically disabled person.
SB141, s. 6 9Section 6. 121.53 (4) of the statutes is amended to read:
SB141,4,2210 121.53 (4) Every school board shall require that there be filed with it and with
11the department of transportation a certificate of insurance showing that an
12insurance policy has been procured and is in effect which covers the owner and
13operator of the school bus and the school board or shall procure an insurance policy
14and file such certificate with the department of transportation. Unless such
15certificate is on file with the department of transportation, no registration plates
16plate for a school bus may be issued by the department of transportation. No such
17policy may be terminated prior to its expiration or canceled for any reason, unless
18a notice thereof is filed with the department of transportation and with the school
19board by the insurer at least 10 days prior to the date of termination or cancellation.
20The department of transportation shall revoke the registration of a school bus on
21which the policy has been terminated or canceled, effective on the date of termination
22or cancellation.
SB141, s. 7 23Section 7. 134.695 (2) (c) of the statutes is amended to read:

1134.695 (2) (c) The registration plate numbers number and the color, make,
2model and year of any motor vehicle delivering the used home furnishings to the
3antique dealer or recycler.
SB141, s. 8 4Section 8. 167.31 (4) (cg) 5. of the statutes is amended to read:
SB141,5,75 167.31 (4) (cg) 5. The vehicle bears a special registration plates plate issued
6under s. 341.14 (1), (1a), (1e), (1m) or (1r) or displays a sign that is at least 11 inches
7square on which is conspicuously written "disabled hunter".
SB141, s. 9 8Section 9. 341.09 (1) (a) of the statutes is amended to read:
SB141,5,189 341.09 (1) (a) The department shall issue a temporary operation plates plate
10as provided under subs. (2), (2m) and (9) and may issue a temporary operation permit
11or plate for an unregistered vehicle as otherwise provided under this section. Except
12as provided in par. (b), the permits or plates plate shall contain the date of expiration
13and sufficient information to identify the vehicle for which and the person to whom
14it is issued. The department may place the information identifying the vehicle and
15the person to whom the permit or plate is issued on a separate form. Except as
16provided in subs. (3) to (5), a temporary operation plate issued under this section is
17valid for a period of 90 days or until the applicant receives the regular registration
18plates plate, whichever occurs first.
SB141, s. 10 19Section 10. 341.09 (1) (b) of the statutes is amended to read:
SB141,6,220 341.09 (1) (b) The department shall specify by rule the size, color, design, form
21and specifications of temporary operation plates issued under sub. (2m) or (9) for an
22automobile or motor truck
automobiles or motor trucks having a registered weight
23of 8,000 pounds or less, and the system to be used to identify the date of issuance of
24such plates. All temporary operation plates issued under sub. (2m) or (9) for an
25automobile or motor truck
automobiles or motor trucks having a registered weight

1of 8,000 pounds or less shall contain a registration number numbers composed of
2letters or numbers.
SB141, s. 11 3Section 11. 341.09 (2) (a) of the statutes is amended to read:
SB141,6,84 341.09 (2) (a) Upon request therefor by a person who has made a verifiable
5application for registration and paid the registration fee, the department shall issue
6a temporary operation permit or plate if it appears that the person would otherwise
7be unable to lawfully operate the vehicle pending receipt of the registration plates
8plate.
SB141, s. 12 9Section 12. 341.09 (2) (d) of the statutes is amended to read:
SB141,6,1610 341.09 (2) (d) The department may issue a temporary operation plates plate
11for use on any vehicle except buses, for-hire vehicles and vehicles which are subject
12to registration under the international registration plan if the state is a party to such
13plan or vehicles which are subject to registration under s. 341.41 (9). The department
14shall determine the size, color, design, form and specifications of the plate. The
15department shall charge a fee of $3 for each temporary operation plate issued under
16this subsection.
SB141, s. 13 17Section 13. 341.09 (9) of the statutes, as affected by 2005 Wisconsin Act 25,
18is amended to read:
SB141,7,219 341.09 (9) Notwithstanding any other provision of this section, the department
20shall issue a temporary operation plate or a temporary permit without charge for an
21automobile or motor truck having a registered weight of 8,000 pounds or less upon
22receipt of a complete application accompanied by the required fee for registration of
23the vehicle, including evidence of any inspection under s. 110.20 when required, if
24the department does not immediately issue the regular registration plates plate for

1the vehicle and the department determines that the applicant has not otherwise
2been issued a temporary operation plate or a temporary permit under this section.
SB141, s. 14 3Section 14. 341.11 (4) of the statutes is amended to read:
SB141,7,134 341.11 (4) In the case of a vehicle registered on the basis of gross weight for
5which a special registration plates have plate has been issued under s. 341.14 (2), (6),
6(6m) or (6r) or for which a personalized registration plates have plate has been issued
7under s. 341.145, or any motor bus, motor home, dual purpose motor home, motor
8truck, truck tractor or road tractor, the certificate of registration shall be displayed
9in a prominent place in the driver's compartment of the vehicle to which the
10certificate refers. Any person who operates and any person in whose name the
11vehicle is registered who consents to the operation of any such vehicle without the
12certificate of registration being so displayed may be required to forfeit not more than
13$200.
SB141, s. 15 14Section 15. 341.12 (1) of the statutes is amended to read:
SB141,7,2115 341.12 (1) The department upon registering a vehicle pursuant to s. 341.25 or
16341.30 shall issue and deliver prepaid to the applicant 2 registration plates for an
17automobile, motor truck, motor bus, school bus, self-propelled recreational vehicle
18or dual purpose motor home and one plate for other vehicles. The department upon
19registering a vehicle pursuant to any other section shall issue one plate unless the
20department determines that 2 plates will better serve the interests of law
21enforcement
one registration plate.
SB141, s. 16 22Section 16. 341.12 (2) of the statutes is amended to read:
SB141,8,523 341.12 (2) The department shall purchase plates from the Waupun
24Correctional Institution unless otherwise approved by the governor. Subject to any
25specific requirements which may be imposed by statute, the department shall

1determine the size, color and design of any registration plates plate with a view
2toward making them the plate visible evidence of the period for which the vehicle is
3registered and the fee class into which the vehicle falls as well as making them the
4plate
a ready means of identifying the specific vehicle or owner for which the plates
5were
plate was issued.
SB141, s. 17 6Section 17. 341.13 (2) of the statutes is amended to read:
SB141,8,177 341.13 (2) In addition to the matter specified in s. 341.12 (3), the registration
8plates plate for a vehicle registered on the basis of gross weight except a dual purpose
9motor home or a motor home, motor truck, farm truck, or dual purpose farm truck
10registered under s. 341.14 (1), (1a), (1m), (1q), (1r) (a), (2), (6m), or (6r) or 341.145 (1)
11(a), (b), (c), (d), or (e) or a motor truck or dual purpose farm truck registered under
12s. 341.14 (6) shall indicate the weight class into which the vehicle falls in a manner
13prescribed by the department. The gross weight which determines the registration
14fee for a dual purpose motor home or a motor home, motor truck, farm truck, or dual
15purpose farm truck registered under s. 341.14 (1), (1a), (1m), (1q), (1r) (a), (2), (6m),
16or (6r) or 341.145 (1) (a), (b), (c), (d), or (e) or a motor truck or dual purpose farm truck
17registered under s. 341.14 (6) shall be shown on its certificate of registration.
SB141, s. 18 18Section 18. 341.13 (2r) of the statutes is amended to read:
SB141,8,2419 341.13 (2r) In addition to the matter specified in s. 341.12 (3), the registration
20plates plate for a vehicle registered under s. 341.14 (6r) (f) 32. shall display the words
21"combat-wounded veteran." The department shall specify one combination of colors
22and design for a plate issued under s. 341.14 (6r) (f) 32., except that the department
23may not specify the colors or design unless the colors and design are approved in
24writing by the department of veterans affairs.
SB141, s. 19 25Section 19. 341.135 (2) (a) 1. of the statutes is amended to read:

1341.135 (2) (a) 1. Beginning with registrations initially effective on
2July 1, 2000, upon receipt of a completed application to initially register a vehicle
3under s. 341.14 (1), (1a), (1m), (1q), (2), (2m), (6m), or (6r), except s. 341.14 (6r) (f) 53.,
454., or 55., or s. 341.25 (1) (a), (c), (h), or (j) or (2) (a), (b), or (c) or 341.26 (2) or (3) (a)
51. or (am), the department shall issue and deliver prepaid to the applicant 2 one new
6registration plates plate of the design established under sub. (1).
SB141, s. 20 7Section 20. 341.135 (2) (a) 2. of the statutes is amended to read:
SB141,9,158 341.135 (2) (a) 2. Notwithstanding s. 341.13 (3), beginning with registrations
9initially effective on July 1, 2010, upon receipt of a completed application to initially
10register a vehicle under s. 341.14 (1), (1a), (1m), (1q), (2), (2m), (6m), or (6r), or s.
11341.25 (1) (a), (c), (h), or (j) or (2) (a), (b), or (c) or 341.26 (2) or (3) (a) 1. or (am), or to
12renew the registration of a vehicle under those sections for which a registration plate
13has not been issued during the previous 10 years, the department shall issue and
14deliver prepaid to the applicant 2 one new registration plates plate of the design
15established for that 10-year period under sub. (1).
SB141, s. 21 16Section 21. 341.135 (2) (am) of the statutes is amended to read:
SB141,9,2417 341.135 (2) (am) Notwithstanding s. 341.13 (3) and (3m), beginning with
18registrations initially effective on July 1, 2000, upon receipt of a completed
19application to renew the registration of a vehicle registered under s. 341.14 (1), (1a),
20(1m), (1q), (2), (2m), (6m), or (6r), except s. 341.14 (6r) (f) 53., 54., or 55., or s. 341.25
21(1) (a), (c), (h), or (j) or (2) (a), (b), or (c) for which a registration plate of the design
22established under sub. (1) has not been issued, the department may issue and deliver
23prepaid to the applicant 2 one new registration plates plate of the design established
24under sub. (1). This paragraph does not apply to any registration plates plate issued

1under s. 341.14 (6r) (f) 52., 1997 stats. This paragraph does not apply after June 30,
22010.
SB141, s. 22 3Section 22. 341.135 (2) (e) of the statutes is amended to read:
SB141,10,74 341.135 (2) (e) The department shall issue a new registration plates plate of
5the design established under sub. (1) for every vehicle registered under s. 341.14 (1),
6(1a), (1m), (1q), (2), (2m), (6m), or (6r), 341.25 (1) (a), (c), (h), or (j) or (2) (a), (b), or (c),
7or 341.26 (2) or (3) (a) 1. or (am) after July 1, 2010.
SB141, s. 23 8Section 23. 341.14 (1) of the statutes is amended to read:
SB141,10,249 341.14 (1) If any resident of this state who is registering or has registered an
10automobile, or a motor truck, dual purpose motor home or dual purpose farm truck
11which has a gross weight of not more than 8,000 pounds, a farm truck which has a
12gross weight of not more than 12,000 pounds or a motor home submits a statement
13once every 4 years, as determined by the department, from the U.S. department of
14veterans affairs certifying to the department that the resident is, by reason of
15injuries sustained while in the active U.S. military service, a person with a disability
16that limits or impairs the ability to walk, the department shall procure, issue and
17deliver to the veteran, plates a plate of a special design in lieu of the plates plate
18which ordinarily would be issued for the vehicle, and shall renew the plates plate.
19The plates plate shall be colored red, white, and blue and the department shall
20consult the department of veterans affairs before specifying the design of the plates
21plate. The plates plate shall be so designed as to readily apprise law enforcement
22officers of the fact that the vehicle is owned by a disabled veteran and is entitled to
23the parking privileges specified in s. 346.50 (2). No charge in addition to the
24registration fee shall be made for the issuance or renewal of such plates the plate.
SB141, s. 24 25Section 24. 341.14 (1a) of the statutes is amended to read:

1341.14 (1a) If any resident of this state, who is registering or has registered an
2automobile, or a motor truck, dual purpose motor home or dual purpose farm truck
3which has a gross weight of not more than 8,000 pounds, a farm truck which has a
4gross weight of not more than 12,000 pounds or a motor home, submits a statement
5once every 4 years, as determined by the department, from a physician licensed to
6practice medicine in any state, from an advanced practice nurse licensed to practice
7nursing in any state, from a physician assistant licensed or certified to practice in any
8state, from a chiropractor licensed to practice chiropractic in any state or from a
9Christian Science practitioner residing in this state and listed in the Christian
10Science journal certifying to the department that the resident is a person with a
11disability that limits or impairs the ability to walk, the department shall procure,
12issue and deliver to the disabled person plates a plate of a special design in lieu of
13plates the plate which ordinarily would be issued for the vehicle, and shall renew the
14plates plate. The plates plate shall be so designed as to readily apprise law
15enforcement officers of the fact that the vehicle is owned by a nonveteran disabled
16person and is entitled to the parking privileges specified in s. 346.50 (2a). No charge
17in addition to the registration fee shall be made for the issuance or renewal of such
18plates
the plate.
SB141, s. 25 19Section 25. 341.14 (1m) of the statutes is amended to read:
SB141,12,1320 341.14 (1m) If any licensed driver submits to the department a statement once
21every 4 years, as determined by the department, from a physician licensed to practice
22medicine in any state, from an advanced practice nurse licensed to practice nursing
23in any state, from a physician assistant licensed or certified to practice in any state,
24from a chiropractor licensed to practice chiropractic in any state or from a Christian
25Science practitioner residing in this state and listed in the Christian Science journal

1certifying that another person who is regularly dependent on the licensed driver for
2transportation is a person with a disability that limits or impairs the ability to walk,
3the department shall issue and deliver to the licensed driver plates a plate of a special
4design in lieu of the plates plate which ordinarily would be issued for the automobile
5or motor truck, dual purpose motor home or dual purpose farm truck having a gross
6weight of not more than 8,000 pounds, farm truck having a gross weight of not more
7than 12,000 pounds or motor home, and shall renew the plates plate. The plates plate
8shall be so designed as to readily apprise law enforcement officers of the fact that the
9vehicle is operated by a licensed driver on whom a disabled person is regularly
10dependent and is entitled to the parking privileges specified in s. 346.50 (2a). No
11charge in addition to the registration fee may be made for the issuance or renewal
12of the plates plate. The plates plate shall conform to the plates plate required in sub.
13(1a).
SB141, s. 26 14Section 26. 341.14 (1q) of the statutes is amended to read:
SB141,13,715 341.14 (1q) If any employer who provides an automobile, or a motor truck, dual
16purpose motor home or dual purpose farm truck which has a gross weight of not more
17than 8,000 pounds, a farm truck which has a gross weight of not more than 12,000
18pounds or a motor home, for an employee's use submits to the department a
19statement once every 4 years, as determined by the department, from a physician
20licensed to practice medicine in any state, from an advanced practice nurse licensed
21to practice nursing in any state, from a physician assistant licensed or certified to
22practice in any state, from a chiropractor licensed to practice chiropractic in any state
23or from a Christian Science practitioner residing in this state and listed in the
24Christian Science journal certifying that the employee is a person with a disability
25that limits or impairs the ability to walk, the department shall issue and deliver to

1such employer plates a plate of a special design in lieu of the plates plate which
2ordinarily would be issued for the vehicle, and shall renew the plates plate. The
3plates plate shall be so designed as to readily apprise law enforcement officers of the
4fact that the vehicle is operated by a disabled person and is entitled to the parking
5privileges specified in s. 346.50 (2a). No charge in addition to the registration fee may
6be made for the issuance or renewal of the plates plate. The plates plate shall
7conform to the plates plate required in sub. (1a).
SB141, s. 27 8Section 27. 341.14 (2) of the statutes is amended to read:
SB141,13,209 341.14 (2) Upon compliance with the laws relating to registration of
10automobiles and motor homes; motor trucks, dual purpose motor homes, and dual
11purpose farm trucks which have a gross weight of not more than 8,000 pounds; and
12farm trucks which have a gross weight of not more than 12,000 pounds, including
13payment of the prescribed registration fees therefor plus an additional fee of $15
14when a registration plates are plate is issued accompanied by an application showing
15satisfactory proof that the applicant is the holder of an unexpired amateur radio
16station license issued by the federal communications commission, the department
17shall issue a registration plates plate on which, in lieu of the usual registration
18number, shall be inscribed in large legible form the call letters of such applicant as
19assigned by the federal communications commission. The fee for reissuance of a
20plate under this subsection shall be $15.
SB141, s. 28 21Section 28. 341.14 (2m) of the statutes is amended to read:
SB141,14,822 341.14 (2m) Upon compliance with laws relating to registration of motor
23vehicles, including payment of the prescribed fee, and an additional fee of $15 when
24the original or new registration plates are plate is issued and accompanied by an
25application showing satisfactory proof that the applicant has a collector's

1identification number as provided in s. 341.266 (2) (d), the department shall issue a
2registration plates plate on which, in lieu of the usual registration number, shall be
3inscribed the collector's identification number issued under s. 341.266 (2) (d). The
4words "VEHICLE COLLECTOR" shall be inscribed across the lower or upper portion
5of the plate at the discretion of the department. Additional registrations under this
6subsection by the same collector shall bear the same collector's identification number
7followed by a suffix letter for vehicle identification. Registration plates issued under
8this subsection shall expire annually.
SB141, s. 29 9Section 29. 341.14 (5) of the statutes is amended to read:
SB141,14,1310 341.14 (5) Upon application by any person awarded the congressional medal
11of honor and submission of proper proof thereof, the department shall issue a special
12plates plate so designed as to indicate such award. No charge whatever shall be made
13for the issuance of such plates plate.
SB141, s. 30 14Section 30. 341.14 (6) (c) of the statutes is amended to read:
SB141,14,1715 341.14 (6) (c) A person who maintains no more than one registration under this
16subsection at one time shall not be charged a fee for registration of the vehicle or
17issuance of the plates plate.
SB141, s. 31 18Section 31. 341.14 (6) (d) of the statutes is amended to read:
SB141,14,2319 341.14 (6) (d) For each additional vehicle, a person who maintains more than
20one registration under this subsection at one time shall be charged a fee of $15 for
21issuance or reissuance of the plates plate in addition to the annual registration fee
22for the vehicle. Except as provided in par. (c), a motor truck or dual purpose farm
23truck registered under this subsection shall be registered under this paragraph.
SB141, s. 32 24Section 32. 341.14 (6m) (a) of the statutes is amended to read:

1341.14 (6m) (a) Upon application to register an automobile or a motor home,
2or a motor truck, dual purpose motor home, or dual purpose farm truck which has
3a gross weight of not more than 8,000 pounds, or a farm truck which has a gross
4weight of not more than 12,000 pounds, by any person who is a resident of this state
5and a member or retired member of the national guard, the department shall issue
6to the person a special plates plate whose colors and design shall be determined by
7the department and which have has the words "Wisconsin guard member" placed on
8the plates plate in the manner designated by the department. The department shall
9consult with or obtain the approval of the adjutant general with respect to any word
10or symbol used to identify the national guard. An additional fee of $15 shall be
11charged for the issuance or reissuance of the plates plate. Registration plates issued
12under this subsection shall expire annually.
SB141, s. 33 13Section 33. 341.14 (6m) (b) of the statutes is amended to read:
SB141,15,1814 341.14 (6m) (b) Except as provided in par. (c), if an individual in possession of
15a special plates plate under this subsection or of a personalized plates plate under
16s. 341.145 (1) (b) does not maintain membership in the national guard during a year
17which is not a plate issuance year, the individual shall dispose of the special plates
18plate in a manner prescribed by the department.
SB141, s. 34 19Section 34. 341.14 (6r) (b) 1. of the statutes is amended to read:
SB141,16,520 341.14 (6r) (b) 1. Upon application to register an automobile or motor home,
21or a motor truck, dual purpose motor home or dual purpose farm truck which has a
22gross weight of not more than 8,000 pounds, or a farm truck which has a gross weight
23of not more than 12,000 pounds, by any person who is a resident of this state and a
24member of an authorized special group, the department shall issue to the person a
25special plates plate whose colors and design shall indicate that the vehicle is owned

1by a person who is a member of the applicable special group. The department may
2not issue any special group plates under par. (f) 55. until 6 months after the
3department has received information sufficient for the department to determine that
4any approvals required for use of any logo, trademark, trade name or other
5commercial symbol designating the professional football team have been obtained.
SB141, s. 35 6Section 35. 341.14 (6r) (b) 2. of the statutes is amended to read:
SB141,16,117 341.14 (6r) (b) 2. An additional fee of $15 shall be charged for the issuance or
8reissuance of the plates plate for special groups specified under par. (f), except that
9no additional fee may be charged under this subdivision for the issuance or
10reissuance of the plates plate for special groups specified under par. (f) 1. to 32., 49.
11to 49s., 51., or 56.
SB141, s. 36 12Section 36. 341.14 (6r) (g) of the statutes is amended to read:
SB141,16,1813 341.14 (6r) (g) If an individual in possession of a special plates plate under par.
14(f) 33., 34. or 48. or of a personalized plates plate under s. 341.145 (1) (c) of the same
15color and design as a special plates plate under par. (f) 33., 34. or 48. does not
16maintain membership in the applicable authorized special group during a year that
17is not a plate issuance year, the individual shall dispose of the special plates plate
18in a manner prescribed by the department.
